Order HFP/688/2017, of 20 July, establishing the common bases that will govern the selective processes for entry or access to bodies or scales of the General State Administration.See consolidated text.
The purpose of this Order is the establishment of the common bases that will govern the selective processes for admission or access as a career civil servant in the Bodies and Scales of the General State Administration, without prejudice to the specific bases determined by each call, which in its case will include the peculiarities with respect to these common bases, as well as the specific annexes required for their development, or the numbering of the same as appropriate.
The summoning body shall send to the mailbox empleopublico@correo.gob.es information on the development of the selective processes as they progress, in order to allow a follow-up of their execution.
Once the selective process has been concluded, the candidates who have passed it and who accredit, in the terms indicated in the call, that they meet the requirements demanded, will be appointed as career civil servants by Resolution of the competent body, which will be published in the “Official State Gazette”, with an indication of the destination awarded.

The specific bases of the call will be applicable to all the selective processes object of this call, with the exception of the specific rules that will be included in the annex of each one of them.
The first exercise of the competitive examination phase of the different selective processes shall be held within a maximum period of four months, counted from the publication of this call, without prejudice that an extension may be agreed upon. The maximum duration of the competitive examination phase of the selective processes foreseen in this resolution is 12 months.
The identification and signature systems admitted for registration will be those determined by the IPS service: DNIe/Electronic Certificate, Cl@ve Permanent and Cl@ve Occasional (Cl@ve Pin).
In order to participate in these selective tests, the application for admission must be completed and submitted electronically on the official form 790, which will be available at the General Access Point (http://administracion.gob.es/PAG/ips). Failure to submit the application in due time and form will result in the exclusion of the applicant.

Those who wish to participate in these selective tests must electronically complete the application for admission to selective tests on the official form 790, which can be accessed through the General Access Point at the URL: http://administracion.gob.es/PAG/ips .
Interested parties will have a period of twenty working days from the day following the date of publication of this call in the “Official State Gazette” to submit the application (form 790) completed electronically.

The initial filing deadline was from February 27 to March 25, 2020, but with the declaration of the state of alarm, the filing deadline was suspended. The deadline resumes on June 1, ending on the following day 10.

In accordance with the provisions of article 3.4 of Royal Decree Royal Decree 955/2018, of July 27, and section fourteenth.2 of Order HFP/688/2017, of July 20, of common bases, the submission of applications will be made preferably electronically in the following manner:
It will consist of answering a multiple-choice test with 100 questions corresponding to the program. The test will consist of questions with four alternative answers of which only one will be correct. The examining board may include up to 10 supplementary questions that will only be taken into account in the event of cancellation of any of the 100 initial questions. The order of use of these questions will be the order in which they are included in the exam.
